Los Angeles County has embarked on an innovative journey to mitigate homelessness by leveraging artificial intelligence (AI) in a pilot program designed to predict and prevent homelessness before it starts. This proactive approach, initiated by the Los Angeles County Department of Health Services, aims to offer a lifeline to individuals like Courtney Peterson, a single mother who found herself on the brink of homelessness after losing her job.

Courtney Peterson’s story highlights the critical impact of this AI-driven initiative. After being laid off from her job, Peterson faced the daunting prospect of not being able to pay her rent. Despite her efforts to seek assistance, she found herself caught in bureaucratic hurdles that required her to be on the verge of eviction before help could be offered.

“I started to reach out to local churches or places that said they offered rent assistance,” Peterson explained to CNBC. “But a lot of them wanted me to have active eviction notices to assist me. I felt like I was running out of options.”

However, the AI-powered Homelessness Prevention Unit of Los Angeles County intervened by identifying Peterson as at risk of becoming homeless and swiftly offering the necessary aid to stabilize her situation.

The program provided her with financial assistance amounting to $8,000, covering her rent, utilities, and basic needs, thus allowing her to remain in her apartment while she searched for new employment.

The AI Model: A Tool for Early Intervention

The AI model used in this program was developed by the California Policy Lab at UCLA. It integrates data from various county departments, de-identified for privacy, to predict individuals most at risk of losing their housing. This model enables the county to proactively reach out to individuals and offer help before they face eviction or homelessness.

Dana Vanderford, associate director of homelessness prevention at the Los Angeles County’s Department of Health Services, underscored the effectiveness of the program, noting, “We often meet our clients within days of a loss of housing, or days after they’ve had a medical emergency.

Our ability to appear out of nowhere, cold-call a person, provide them with resources, and prevent that imminent loss of housing for 86 percent of the people that we’ve worked with feels remarkable.”

The Broader Impact and Ethical Considerations

While the program has demonstrated success, with nearly 800 individuals and families helped and 86 percent of participants retaining permanent housing, the use of AI in public policy, especially concerning personal data, raises significant ethical questions.

Critics and ethicists like Margaret Mitchell, chief ethics scientist at AI startup Hugging Face, stress the importance of handling such data with care to avoid potential misuse and ensure privacy.

Mitchell also emphasized the broader implications of AI use in government programs, stating, “Are the people aware of all the signals that are being collected and the risk of it being associated with them and then the dual-use concerns for malicious use against them?

There’s also the issue of how long this data is being kept and who might eventually see it.”
